These Urban Design Guidelines established a framework for managing land policies across Sucre, a highly diverse municipality encompassing Petare’s extensive self-produced environments alongside middle- and upper-middle-income neighborhoods. Developed through participatory processes, the guidelines organized urban development around three principles: Mixture, Security, and Creativity.
The plan translated these principles into three spatial strategies: Public Spaces for Participation (EPP), Urban Renewal Axes (ERU) connecting them, and Zones for Special Urban Plans (PUE).
