The Territorial Planning Framework for Gran Parque Carapé develops a spatial framework for more than 400,000 hectares in Maldonado, Uruguay, reconciling biodiversity conservation, productive landscapes, community development, and sustainable urbanization. Coordinated through a participatory process, the project combines local and institutional knowledge with GIS-based spatial analysis to identify and negotiate territorial priorities.

More than 1,000 initiatives were mapped and evaluated, informing four territorial strategies. Rather than treating these systems independently, the framework uses maps as instruments of negotiation among ecological, productive, cultural, and development interests, translating collective knowledge into a spatial framework for Gran Parque Carapé.
